Learn the basic components of the Federal Government’s life cycle process in acquiring goods and services.
Understand the roles and responsibilities of both the buyer and the seller in all phases of federal contracting. Study the key elements of Federal Contract Management such as “Contract Types”, which can then be readily applied to workplace contracting situations.
Appreciate the criticality of frequently accessing and navigating important Federal Acquisition web sites housed in federal organizations such as the General Services Administration (GSA), the Defense Acquisition University (DAU), and NASA’s Office of Procurement

What you will Learn
- Understand the complexities of the Federal Acquisition System via a Federal Acquisition Overview.
- Discover how that system works in both the acquisition and performance phases of federal contracting.
- Learn via Federal Acquisition Regulation (FAR) Orientation how the FAR is the center piece of all federal contracting activities.
- Gain insight into the methods that are used in changing the FAR.
- Understand where the Government provides important guidance in the contracting arena via its FAR Supplements for various executive agencies such as DoD, and via the Contract Pricing Reference Guides (CPRG) for all executive agencies.
- Study Contract Types as they are used in contract structuring by the Federal Government.
- Absorb all aspects of the Government’s ongoing preference in moving towards Firm Fixed Price contracting.
Meet your Instructor
Phil has been consulting in business capture and proposal development since 2020.
He previously served as a Program Manager for Aviation Systems at Quantum Research Int’l from 2016-2020.
He retired from the Army as a Colonel in 2016 where he served in a variety of Acquisition and Logistics positions throughout his career, including Assistant Program Executive Officer for PEO Aviation, Chief of Aviation Maintenance, Project Director, Director of Operations, and Contracting Officer.
He is a member of the Defense Acquisition Corps and is Level III Certified in Program Management, Contracting, and Life Cycle Logistics.
He holds a Blackbelt Certification in Lean/Six Sigma from the Army Materiel Command (AMC), a Certificate in Program Management from Syracuse University, a Certificate in Executive Logistics Management from the Society of Logistics Engineers; a Certificate in Supply Chain Management from the University of Alabama in Huntsville; and a Certificate in Contract Management from Florida Institute of Technology.
He is also a graduate of the Air Force’s Air War College and the Army’s Command and General Staff Officers Course. Phil has taught numerous courses related to contracting and supply chain management, including MGT 401/501 and MGT 403/503 at UAH.
He holds a MS Degree in Business Management from Troy State University and a MS Degree in Instructional Technology from Mississippi State University.
