Develop a clear understanding of the necessity in the federal contracting arena for consistency in costing and cost accounting practices as related to the bidding, recording, reporting, and invoicing of costs.

Learn the importance of appropriate cost isolations in company records. Familiarize yourself with newer costrelated concepts such as Performance-Based Payments and Earned Value Analysis.

The Federal Acquisition Regulation (FAR) and the FAR Appendix, along with the Contract Pricing Reference Guides (CPRG), and selected Defense Contract Audit Agency (DCAA) documents are the major foundations for course content

What you will Learn

  • Assess key concepts to further your fundamental understandings of how the Federal Government has their own approach to Federal contract-related costs, via such central techniques as “Cost Allowability”. 
  • Learn how the Government has its own Cost Accounting Standards (CAS), which includes the 19 Cost Accounting Standards that are currently in use in the Federal Acquisition System.
  • Navigate the Audits and Accounting System “Adequacy” to appreciate the critical role that Government auditing agencies such as the Defense Contract Auditing Agency (DCAA), have in the Federal contracting arena.
  • Familiarize yourself with requests for Cost or Pricing Data, “Certified” or otherwise, to gain an appreciation of how the Federal Government wants you to present your “Cost or Pricing Data” in baseline bids or change order proposals.
  • Understand the basics of Cost Estimating and Pricing to facilitate your ability to bid correctly and efficiently in your proposals to the Federal Government.
  • Explore the available and applicable information within the Cost Estimating
  • Handbooks from Government organizations such as DoD, NASA, and the GAO.
  • Review Measuring Post
  • Award Contract Cost Performance to gain a better understanding of the many different ways of analyzing cost performance in the Federal Acquisition System.

Meet your Instructor

Phil has been consulting in business capture and proposal development since 2020.

He previously served as a Program Manager for Aviation Systems at Quantum Research Int’l from 2016-2020.

He retired from the Army as a Colonel in 2016 where he served in a variety of Acquisition and Logistics positions throughout his career, including Assistant Program Executive Officer for PEO Aviation, Chief of Aviation Maintenance, Project Director, Director of Operations, and Contracting Officer.

He is a member of the Defense Acquisition Corps and is Level III Certified in Program Management, Contracting, and Life Cycle Logistics.

He holds a Blackbelt Certification in Lean/Six Sigma from the Army Materiel Command (AMC), a Certificate in Program Management from Syracuse University, a Certificate in Executive Logistics Management from the Society of Logistics Engineers; a Certificate in Supply Chain Management from the University of Alabama in Huntsville; and a Certificate in Contract Management from Florida Institute of Technology.

He is also a graduate of the Air Force’s Air War College and the Army’s Command and General Staff Officers Course.

Phil has taught numerous courses related to contracting and supply chain management, including MGT 401/501 and MGT 403/503 at UAH.

He holds a MS Degree in Business Management from Troy State University and a MS Degree in Instructional Technology from Mississippi State University.
