Many government contracts contain a requirement for an Integrated Baseline Review (IBR). But why does this requirement exist and to whom does it apply? How do you prepare for an IBR? For those involved in an IBR, what are the participant’s roles? How and when should an IBR be conducted? What are the possible results? How are the results of an IBR dispositioned? Meet your Instructor

Mr. Joel Little has been serving as Professor of Earned Value Management (EVM) at the Defense Acquisition University (DAU).
He teaches, develops curriculum and performs consulting to Government personnel/agencies in the area of Earned Value Management (EVM). Before joining DAU in 2012 Mr. Little was the EVM Division Chief for Gulf Coast US Navy shipbuilding programs at the Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP), US Navy, located in Pascagoula, MS.
Mr. Little is a career Naval Officer having served in a variety of sea and shore assignments. Upon arrival at SUPSHIP Gulf Coast, Mr. Little served as Project Officer for US Navy ship overhauls and conversions along the Gulf Coast.
He has served as an EVM analyst or EVM supervisor for DoD Major Defense Acquisition Programs in both the public and private sector.
Mr. Little holds a Master of Business Administration and Bachelor of Science in Business Administration from Columbia College.
He is a member of the Defense Acquisition Corps and is Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in the Business, Cost Estimating and Financial Management career fields. Additionally, Mr. Little is a certified Earned Value Professional (EVP) through the Association for the Advancement of Cost Engineering, International (AACEI).
